The Deputy Director/Principal Technical Adviser (Grants) provides guidance and advice to CHAN and the project on financial, operational and administrative and processes of the Project. The Senior Technical Advisor is responsible for building the capacity of CHAN to ensure that human resources, operational and financial functions support the timely and effective implementation of the project’s technical scope of work. With the Project Director, s/he proposes systems and trains staff in collaboration with CHAN to ensure that resources are allocated and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures. In concert with Project Director s/he liaises with CHAN and with MSH’s headquarters regarding any aspects of project implementation related to finance and operations. He or she proposes and advises on project Procurement Integrity standards in all activities and is responsible for raising the awareness of staff regarding procurement integrity regulations.
The Deputy Director/Senior Technical Adviser (Grants) has responsibility and accountability for establishing the grants management function under the Project. She or he develops the templates for solicitations and agreements as well as detailed procedures for the entire grants management cycle: solicitation of proposals (if applicable), evaluation and selection of grantees, award of grants, grantee monitoring, grantee assistance, and reporting the results. Assist in supporting NGOs and PVOs with work plans, budgets, and expenses. Grants management procedures will be designed to ensure that NGOs are able to manage their grants efficiently and transparently, in compliance with USAID regulations. The Deputy Director/Principal Technical Adviser (Grants) is responsible for transferring a working grants management system to CHAN.
1. Master’s degree in public health, management, or equivalent relevant experience required.
2. Significant operations and financial management experience in developing countries required; in public health related, considered a plus.
3. Relevant experience in grants management preferred.
4. Experience managing USAID-funded activities and thorough knowledge of applicable regulations and requirements;
5. Excellent cross-cultural communication and interpersonal skills demonstrated by ability to interact professionally with culturally and linguistically diverse staff, clients and consultants.
6. Strong leadership, analytical and organizational skills; demonstrated by ability to work both independently and within a team, assess priorities, and manage a variety of activities with attention to detail.
7. Expert skills in Excel Spreadsheets, QuickBooks or similar accounting software, as well as Word; comfortable in a Windows PC environment.
